The only way for CBAM to achieve its core objective – to prevent carbon leakage – would be to rely on default values as a rule. Actual emissions should only be relied upon when there is a high certainty that these emissions are correct. This position paper will explain why the efficacy of CBAM is important, set out why the reliance on actual emissions hinders this and propose solutions.
